I have the honour to request your instruc- tions regarding an application for registration As a British subject by a person of Chinese race named Chen Hen-ming).
Mr. Chen is employed on the staff of the North China Daily News and is known to this Consulate-Veneral, having on several occasions came to see me on matters connected with the paper. He is a relative by marriage of Kang Yd-wei; has been given an appointment as
and adviser to the Bureau for Foreign Affairs, has always to my knowledge passed as a Chinese
subject.
When he made his application to the pass- port office for registration he was therefore referred to the Acting Consul for further
inquiry.
As proof of British nationality he produced a birth certificate issued at Sydney, New South ales, in the name of Walter Leslie Young, sone of Sam Ah Young, a gardener, and
He Ah Sam Hoo Chong, both born in Canton. explained that his father's real name was Chen Yang, but owing to the Western custome
